Instant Pot Chinese BBQ Wings

1 In a medium bowl, whisk together the hoisin sauce, soy sauce, garlic, honey, Shaoxing wine, ginger powder, Chinese five-spice powder, and black pepper.
2 Pour 1/4 cup water into the Instant Pot. Add the chicken wings, then pour the sauce over the top and toss until evenly coated.
3 Secure the lid and set the valve to Sealing. Cook on High Pressure for 10 minutes for fresh wings or 15 minutes for frozen wings.
4 Allow the pressure to naturally release for 5 minutes, then carefully quick release the remaining pressure.
5 Remove the wings and turn the Instant Pot to Sauté mode. Whisk together the cornstarch and cold water, then stir the slurry into the sauce.
6 Simmer for 2 to 3 minutes, stirring occasionally, until the sauce is lightly thickened and glossy.
7 Turn off the Instant Pot, return the wings to the pot, and toss until evenly coated in the sauce.
8 Garnish with sesame seeds and sliced green onions, if desired, and serve warm over steamed jasmine rice.
